Are you mounting the second disk then clicking it you start it before clicking the continue button to finish the install as the software you are using wont pick up the second disk unless it is mounted. I am taking it you are using daemon tools lite or a similar program to install from?

Have you installed the game? if so it should be under C drive in a folder called Luxury. Click the patch and you want to select the destination where the game was installed too. Once the patch has been applied you have to use the alpharom that is supplied to run the game. if i am not mistaken...

Have you tried downloading the Demo first? I done some reading and this could fix your issue but i am not fully sure about it.
