I take it all censoring is done post-production? Meaning a uncensored version exists of all hentai. Or do the artists not even bother rendering the explicit parts knowing it will be censored anyway?

I see so, broadcast anime has to censored if it is too explicit, but retail versions do not? Hentai has to be censored regardless of broadcast or release, except if it it is for foreign markets? Does that mean you can't buy uncensored hentai in Japan?

..and some not? I know Japan has laws for live action porn that insist genitals be censored. Does this extend to animation, too? Why does some anime feature uncensored genitals or sexual action? Thanks.:)

Well, the only difference I can see is that one encode is 29fps and the other 23fps. What that means I don't know but they look similar.
