As for your dilemma:
I find it slightly 'long' or 'wordy' for the title. Also, 'Japan' is seen twice... one under 'YOYOGI PARK' and again in the title... It peeves me.
Maybe 'WELCOME TO THE EAST SIDE'?... something like that... That's just a thought~
I do like the word 'URBAN'...~ :x
The picture... I like the current one... However if you do change it, maybe change it to something that is currently happening? Perhaps something pertaining to Yoyogi Park?
I like how it's looking... All those are just suggestions... Hope everything comes out nicely in the end~

i think your new one is better~ personally id like something with machi or street style to underline the street life aspect of your new site...but now that i look closer there already is alot of street culture in the other places.
the idea of the present background is good i think. some skyline view of the city...possibly at night with more lights maybe??

edit: maybe something like soul somehow combined with city...soul of the city city soul?? tama + machi?? XD

You can just mess with the fonts and see what looks good... Something sleek and slightly edgy might work.

The topic at hand... "YOYOGI PARK".
I decided to read a few brief articles... It is quite infamous as you said for the 'talent' to 'hang' out there. Many aspects of American influence and Japan's modern youth gather. However, the park is also great for showcasing Japan's lifestyle from the trees to the shrine to the people who just sit around or jog.
I like the name. If that is what's working for you and the rest, then by all means, go for it~ :)
Ame mural... it's actual not too shabby for a name. It's just fun to play around with words and give them more than one meaning~!
Def Daiba... I also like this one. After reading the brief description you provided, it sounds quite powerful in yet modern. :3 -
