@Kakumei I tried extracting data from Hello World as you asked but failed to do so because its archives had different structure and GARBro/my scripts derived from it did not work. Another guy has made the same request since then and he also provided what appears to be tools for extracting...

I just double-checked the mega.nz archive and it worked perfectly fine on my PC after I extracted it and run phantom.exe (both with and without locale emulator). It didn't even ask for admin rights in my case, so I assume there might be something wrong with your setup - probably SafeDiscShim...
