Long story short: Here are the first 20k images of the "loli" tag of 470k on Gelbooru. I will try to get the other 450k one after another but it is a bit complicated.
The pack is about 45GB large, no idea why. Some images seem to be insanely large.

Thank you for archiving all this, I truly appreciate what you're doing. 450k is definitely A LOT but I really hope you're able to upload it all in case something DOES happen. This Cloudflare situation absolutely sucks.

Don't worry, I managed to write a script that helps me work around the Gelbooru index limit, so I should be able to download most of the images over the next few days (if my laptop doesn't explode).

I appreciate your effort, but it would be such a waste to not preserving the tagging system on such a huge archival project in some way.

It is essential for filtering and navigation, without it I don't think there is any uses for the archive of this size

Agree on that one. Those packs are essential, but still. it will take ages to filter and remove the borderline stuff, already ran into about 15 amputee ones, which are definitely a no-go with me.

Since I'm not a programmer, I use Lanraragi for my offline doujins archive because of its auto tagging feature and ease of use, I can also add my own image collection from a specific artist and manual tag it for my need. Lanraragi only accept formats like .pdf, .epub or .zip, .rar, .7z... so I only need to make a batch script to converting my folders to seperate zip files for importing to the app.

The problem is image board site has tags on individual images and not for series and collections (Not compatible for Lanraragi), and I didn't try any other image board app yet so I don't know if any of these apps can download and store tags data in a file for easy backup and transfer.

That is true, I admit. I have a back log of images downloaded, which means these will not have the tagging information either, but I will look into it if I somehow can include the tags for the images coming after.

What a blast from the past. I distinctly remember saving tons of these back in 2009/2010, especially those uncensored Bosshi works. I've swapped through 4 different PCs since then but I still have that old one sitting in a closet somewhere. I should probably get rid of it...
