Help with opening a file?

I need help on how to properly open this file, GRMAOS.7z, I tried multiple zip openers (Winrar/7zip) to extract the file and can't seem to be able to open/launch this file normally without it giving me this text, (ÝŽæèë-pffffBfAA.Ü,½Í, «ž, ÝŒ ŒÀÌÈ, CŠÂu, N.A.B), how do I fix it?

Probably because it has japanese encoding, I remember there was a way of extracting those kind of compressed files in windows but I don't remember, do you have your system with japanese locale ? if not set your system to japanese locale and re-download the file and try extracting it, if it does not work then search about extracting japanese encoded files on windows (I normally get those characters when trying to extract files from japanese uploaders, so I have to switch to other extraction methods, so I guess based on this)
