Also don't put the extracted folder on Program Files or Program Files X86, put it on other folder that doesn't required admin

I've my windows set to Japanese for non Unicode programs and it was installed outside of a protected folder.

Thanks to your suggestion I've found how to make it work:
Some games require your windows to also have a Japanese date and time format to work, this game is one of those.

To change your date and time format:
- Open Control Panel
- Click on the Clock, Language, and Region link
- Click on the Change date, time, or numbers formats link
- Under the Formats tab, select "Japanese (Japan)" in the Format dropdown
- Click on Apply
