I think rocal residents and tourists are different in what they can enjoy. But as you know, Akihabara is interesting place for otaku. I recommend Akihabara if he is otaku.
And maybe Ikebukuro is popular as otaku's town, but I guess you will be disappointed.
If you go to Akihabara, I suggest you visit Radio-kaikan. When I live in Tokyo, there are big dolls in that building.(I don't know how it is now) Of course there are many maid-cafes, and otaku shops.
As for Ikebukuro, I'm disappointed to otome road. This road was very short than what I imaged.
If he is not otaku, and want to visit something cultual, I recommend Kaminari-mon. It is "Shita machi".
