Song question: Tsubasa Wo Kudasai (Warning Spoilers might ensue)

I'm pretty sure there are many anime related songs called this, but the specific song can be found in Evangelion 2.0 You Can (Not) Advance.

The scene in question is where Shinji saves Rei from the Angel that devored Unit 00 near the end of the movie. As Unit 01 transforms into an energy condenser and starts "Third Impact" a song starts playing in the background (performed by Hayashibara Megumi, Rei's seiyuu for interest).

Now I love this song, but yesterday I came across the song again. In another anime. In the Japanese version of the 8th Dragon Ball Z movie (The first Brolli movie) the gang are in a park at the start of the movie, listening to Krillins HORRIBLE karaoke.

Just before my ears start to bleed, I realise with a shock that I recognize the song he's raping. It's the same song I heard in Evangelion!

Can anyone clarify how this is possible? The Dragon Ball Z movie was released way back in 1993 and Evangelion 2.0 rather recently. Is this song a traditional Japanese song or a song released outside the anime community a long time ago?
