Try using joy2key. Should work.
xbox pad won't work, because it's uses x-input. What supported only by specific games. Japanese 同人誌 developers, never implement x-input, since xbox pads quit a garbage. There is much better and quality pads for 2d ACT games. Like HORI ps2 pad's.
