Is there a way I can play PSV games in PC? Such as Collar x Malice? Thanks

Unfortunately, there is no PS Vita emulator available that would be able to play commercial games on the PC. At the moment, the only one that is being actively developed is the Vita3k project and even that one still requires a lot of work.
It's a shame that there is no backwards compatible successor to the Vita T_T Sony PLS!

Vita3k don't works yet, but...
You can play Collar X Malice, Collar X Malice -Unlimited-, Code Realize ~Guardian of Rebirth~ and Code Realize ~Future Blessings~ (and other games) in Yuzu (Nintendo Switch Emulator), see how to play in yuzu here: http://www.anime-sharing.com/forum/...ndo-switch-using-emulator-900437/#post5611653

In the Vita3K discord, they have also estimated the time for development to an actual usable emulator to be ~3 years from now T_T so it's a long wait. Of course, you could try a game on it, but the chances of it actually being playable isn't a lot....

Now some otome games are playable on Vita3k, I've not tested Collar x Malice but you can try.
