Need help to run 必殺痴漢人.

I am currently trying to run 必殺痴漢人.

I currently have a windows 10(64 bt).
Whenever I try to run the program the window refuses to open. I have already patched the .exe with the no DVD patch, set my system locale to Japanese, run as administrator, and set my compatibility with Windows XP.
