Chances are you mounding the second disc without dismounting the first one so the second one is on the wrong virtual drive.

bitches_1 and bitches_2 need to be loaded in the same drive letter of the virtual drive

This one worked for me in VNR. Applied with the game open, saved the hook and then saved the changes. Closed ビッチ姉妹が清純なはずがないっ!!, launched it again and started the hook showed up correctly. Set the hook to dialog, turned on 'ignore infinite cyclic' and hit save again. Text shows up fine now. I have the update applied.
