I can't find any ATMs in convienice stores or local banks that let me use a VISA debit card! are there even any?

How about Japan Post Bank ATMs (within the Post Offices) or Seven Bank ATMs (within 7-Eleven)?

Other than post office and Seven Bank which kero-kero wrote, even ATM of Citibank is usable, but Citibank has few locations.
