My question is this: do torrents dl links have to be posted only in the torrent section or can they be posted in lets say hentai ova section?

Yes. Otherwise there would be no point in having separate sections.

In general, it is forbidden to post torrents outside of the torrent section or post any form of download links (direct or P2P) in threads started by another user.
However, if there is a thread with only dead links and the original uploader hasn't responded to reupload requests for over a week, we might look the other way.
