Hi ! I really need your help!

I made this profile so I can msg you. I have extracted the RAR file and have read the "Read me" file and it tells me to drag the XP3 file into the main TA2CE file. This is where i get confused i dont see any other TA2CE file. Playing the game in Japanese isnt exactly fun either. I know this is probably basic stuff but I have researched as much as i can but still cant figure it out.
