The brother's name is Kamiomi(神臣) which translate to God Minister, and he follows Sasami's order as she demand it.
The 3 Yagami sisters (NOT Death Note Yagami (夜神), but with 邪神 which usually is "Evil God" (Jashin))

So, given the first chapter. It seems Sasami is able to unconsciously create 'god' (not the omnipotent of Christian lore, but rather something along the Shinto belief that everything has a god preside over it) whenever she focus on something, in this case a god that turn everything to chocolate. The yagami sisters basically have to go and kill said god and return the world to what it was (by the mean of Kagami 'mirroring' the world that was over the current situation)
