...Actually, wait a sec, I should have specified that I wanted "patch.xp3", and not "revise.xp3", which I already knew was downloadable from the website.. patch.xp3 fixes some flag-related bugs while revise.xp3 corrects a fullscreen-related issue.

I have been investigating since then, but it is almost impossible. hopeless.
The official site was shut down in 2017 and the patch link was broken.
The link is not archived either.
There were many similar posts from people who wanted patches "patch.xp3" in other threads.

You can play the game without applying a patch, but the flag will not be fixed.
The best way to get it now is to ask the person in possession to upload it.
