extracted file names missing kanji or becomes gibberish.

Okay I am not sure if this is an issue with the uploaded file or my computer but I have been noticing that some files in compressed formats rar or zip seem to have kanji missing or it turns to gibberish. My system locale, formatting, and region are all set to japan so i am not sure why. Is it because of some issue with unicode or are the files poorly compressed?

Also is there a way to recover the file names.
Playing games and suddenly the game crashes due to a misnamed audio track or missing file is starting to bug me.
