Tested the Release (Released Date: 03-31-2011) you linked to & saw error:

Solution:​

Download Locale Emulator from HERE (Locale.Emulator.2.5.0.1.zip).
Extract it, Install for all Users, maybe Reboot PC, then right click on brbr.exe and run it with Locale Emulator and it just works fine without any error.​
