I only saw this recently. Sorry for the necro.

The character is Imoo Ayuka ( 妹尾 あゆか ). The game is called "Onii-chan, Migite no Shiyou o Kinshi Shimasu! " or お兄ちゃん、右手の使用を禁止します！. This is a game from a company called Gallette.
