Hi, I was facing the same issue here and I managed to figured it out. just go get the missing file "vcruntime140D.dll" and "ucrtbased.dll" from some websites and put them into the game folder. The game should work properly after that.

The most important part is, you should download the 32bit version ucrtbased.dll.

But in the end, the way I made the game work was by downloading the Chinese-English release, copying the .exe from that into the Japanese game's folder, and launching it. It works, and it's in Japanese.
Just wanted to share this for anyone who could be having similar problems. By the way, if any of you has a Nyaa account, could you please tell people about this on the torrent that's there for this game (on Sukebei, with a "3902974" ID) on my behalf? (I don't have an account, and registration is locked)
