For Locale Emulator, have you:
- Updated it to the latest version (at least v.2.4.0.0)?
- (in the settings of the Locale Emulator) Checked/Marked the checkbox that's called something like "Fake system UI language" (Third item under "Advanced options")?

I tried this but the pop up saying this app can only be used in Japan still comes out. With NTLEA I got the same issue as previous user SaitoExE. I'm using win7 32 bit.

*Edit: Somehow I made it works with NTLEA but you need to change the setting a bit
