Neji from Jack Jeanne struck me quite a bit, but only because I had experienced something similar... I can't say i've ever cried at an otome route, but Orsem's route from Sins of Kaleido reminded me quite a bit of another game that /did/ make me cry, so I'll probably say him.

I dont play BL games, but I do think the industry is really slowing down. At this point, it's mostly indie games & nitro+chiral (which doesnt seem to be doing great)... Hopefully we get some more companies soon.
