Does anyone know who the artist is?
Someone uploaded it to a website about two weeks ago, but there's no artist's name listed.
I've been searching for days with no clue.

There is no proper, full answer but the tldr is that encoding makes it more time consuming and/or annoying, even if they do know about it.
Also, it does make searching it up much more difficult (both on here or Google). For example, sometimes Google can simply pull up a post from here or similar share sites if not encoded, sometimes even encoded.

That is also why it's common etiquette on the Japanese side to similarly obfuscate models names, so it's harder to find them and report them.
