7z is a compressed archive like zip. The apk is inside it.
There's quite a large selection of apps you could use to extract it on Android.
For example ZipXtract.

For Windows and Mac it's 7-Zip, for Linux it's p7zip.

Edit: In hindsight I should have probably just used zip for the apk so most phones extract it natively, considering the compression really doesn't make the download all that much smaller anyway...

Cheats are tied to the 'Special' version upgrade (which activates automatically when you log in with a ¥1000 subscriber account). Once upgraded, you **must** stay online. You can get cheat items by editing your save file, but that won't work for enabling cheat toggles or other functions. Also, the cheat items in the current version are pretty meaningless since they are almost all just restraints.

That file is a part of version 1.1.1, which is an Early Access version. The retail version does not contain the related content. Furthermore, the EA version is only playable by those who hold a supporter account.
PS：I am not sure if it is a leaked file; at least it wasn't leaked from the Ci-en version. Therefore, I suspect it is a redraw...
