There is also artifact noise in new video. (Asuna and Karin's Jumping)
I'm worried that Ngon's PC is not working properly.
So yes, it does appear on AMD. I use MPV on Linux, and how I get around it is simple, though annoying. Usually I use vulkan-copy for hardware decoding for every video. However, his videos do not like that. Instead, how to get around it, I simply press c to change profiles from svp to soft. It changes hwdec from vulkan-copy to vdpau, and the problem is solved. Please see the mpv.conf file for more info. Ngon encodes his videos in a dumb way, apparently. Seems like in this newest video, it is even worse with artifacts that appear even after changing hwdec. This is pretty awful, what is he doing?Yup, same. Initially thought it's a driver problem, because on PC the artifacts are present on AMD GPU-s / iGPU-s. But, if played on NVIDIA card - NVENC hides those artifacts, similarly there are no artifacts when video is played on Android. Didn't check on Intel, tho.
I ended up trying a bunch of stuff with re-encoding etc, in short - video indeed has some initial compression artifacts, which are most likely the reason for the "green explosion" on AMD cards. There are far fewer of them and they don't look as bad, but they are still noticeable. The worst part - any attempt to fidget around with fffmpeg or edit the video - just "bakes in" those initial artifacts and makes them permanently visible even on NVIDIA.
I also checked several previous videos and everything since late June is affected. He started to output videos in 4K at that point, maybe messed up some settings and didn't notice since NVIDIA conveniently hid it.
If anyone here is subbed on P or F, would be nice if you could reach him about this.

Thanks for suggestion, didn't pay much attention to MPV, maybe the time has come. I tried to fix this in VLC, but best it can do is disabling hardware-accelerated decoding. This removes "big nasty green" artifacts, but instead initial smaller artifacts become visible. So yes, it does appear on AMD. I use MPV on Linux, and how I get around it is simple, though annoying.
