I had downloaded NTLEA emulator and had try all the steps mentioned, however the game still does not launch after double clicking it. Step 8 is to choose Other locale correct ? Do I need to change any of this setting with the Other locale window? Attached here for reference, many thanks!

I had already set the system locale to Japanese and I had other Japanese games running without any issue. However I couldn't get this game to work. The game doesn't launch after double clicking it. Which site to get an emulator that works for this game? Thanks.
