It looks like you might have this problem with the IPA plugins. The EMF patch doesn't have the "HoneySelect_64_Patched.exe" files from the GGmod for some reason. I had this problem too. Just download the GGmod seperately and add that whole folder with the correct "Mono.Cecil.dll" file you need...
