No, nothing has been confirmed yet. The '심야식당' management and the kiosk are still in discussion.
The kiosk community is likely to be created around mid-May, and I'll let you know if it's created
The details identified are the closing times of the following channels:

심야식당: May 7th, 23:59 (JST)

MMDR/18: May 6th (not a shutdown just a ban on sharing copyrighted material.)

Starting May 8, all Arca channels prohibit the sharing of copyrighted material.

You're probably right. This is simply Arca's problem.
On Arca, people shared everything—games, movies, comics, streamer videos, etc. (except AV)—and because of that, they were hit with a DMCA takedown and an FBI investigation a few weeks ago.
Afterward, the Arca staff announced, "To keep the site alive, we had no choice but to make this decision."

I think it's because Arca wasn't making enough money relative to its size, making it hard to sustain operations.

For JP creators, they take the copyright stuff VERY seriously. They don't have anything like fair use so anytime you wish to use/share/transform someone's work, the party MUST ask for permission. This is a cultural thing in Japan and every entity that operates there complies by this. Stuff like doujinshi or fan created works that uses someone's IP in Japan is a gray area that directly contradicts this but realizes that there is a demand for this so people would do these type of stuff with the implication that if asked to stop/purge these works, they instantly comply (I.E. Hololive MMD works from the bigger fanmade users). Of course there is some that operates knowingly not giving a shit about copyright because god forbid you can't stop the gooning but there has been known incident of people getting fined by selling stuff you didn't get permission to the rights to like this incident here. You can take these ramblings of an old man for someone who stayed in Japan for like 1 1/2 year with a grain of salt if you wish.

I see. What I was saying is that I doubt many people go out and file for copyright protection for their videos and many of their other works. Just because you make a patreon and post stuff there doesn't mean you have filed for copyright protection for your works. What I was saying is, it's a non-issue because unless they provide proof they copyrighted the works they posted/sold, none of this should apply.
