It does work for me, also i have my time zone set to tokyo, try this

A hint for the timezone that everyone can use: after changing the timezone you can restore the value of those registry location that you had before changing the time zone, so you'll have both correct time (synced via internet) and different time zone; values are in minutes
HKLM\SYSTEM\CurrentControlSet\Control\TimeZoneInformation , values are Bias and ActiveTimeBias

added later note: Locale emulator tipically work fine with those games but occasionally i've found games where it doesn't work; i think that thos games gather informations in an uncommon way (like reading keys directly from the registry) so in those case you really have to set everything in the right way; fortunately that's a rare case (or also may be something related to [my] operating system where locale emulator fail to intercept the game calls).

I use locale emulator to play the games of this studio, you only need to right click the shortcut or executable and then execute with application profile, set location to japan, time zone to (UTC+9) Osaka, Sapporo, Tokio and select falsify UI language checkbox.
With locale emulator installed you don't need to have windows in japanese language or heavily modify configs.
It has option to create a shortcut too so you can config it the first time and then just use the shortcut.
