Suggestion flood of posts by the same author

It would be good if they could activate the option of 1 publication per hour for those who have uploader or moderator rank since they make floods of publications and they are not necessarily premieres, they make up to 40 publications in less than 1 hour and even when they see that their publications are going to the lower part is placed among the first ones again, throwing the publications of the others up to page 3 without giving the others a chance to participate since we do have to wait 1 hour to publish and have the publications approved.
It would be good for everyone I think. since there comes a point that seems like the personal blog of some
