I read the forum post about uploading torrents but it doesn't really tell much about how you want torrents/descriptions.
 
I don't really get it, can you rephrase your questions?

Rules for posting torrents description is the same as posting any releases though, but instead of posting DDL, attach a .torrent file

It depends on the content. For anime you'd choose these guidelines:

Filenames and packing are up to the individual uploader, but it's always recommended not to pack files for torrents (except if you try to do 0-day scene releases ;)) and there should be information about which series and group have been used - either in the folder name, file names or via an nfo/txt.
