    You can either download it online or use the windows update. For the windows update I'm not entirely sure where, but I think it's somewhere in the region and language settings you just click the plus sign and try and find it there.

    You need the simhei font and have your system locale set to japanese to get rid of the kerning or at least reduce it, since even after these steps there was still some minor kerning going on but it's definitely readable after.
