If you look one section below the site support section you could have found the answer, but here is the link for your quick reference.

ASF staffs have decided "All registered members can post in the download "Downloads and Requests" " since July 28th, 2014.

As I know, the different between uploaders and nomal members is:

- Threads made by Uploaders in the download sections will have a slightly different color than others.
- Threads made by normal members in Download sections will go through a moderation queue. (seems only apply for new members, I'm not sure)
Registered members will be able to store up to 100 private messages.
All higher userclasses will be able to store up to 9999 private messages.

- Uploaders Userclass can now create a new thread every 30 seconds (previously 60 seconds)
