Even translated, some of the game need Japanese local setting.
Also try renaming / moving the game folder to reduce the path lenght (like try renaming it to "nyan cafe" directly at the start of a HD to see if it work.
Check that everything is read AND write (remove "write only") for the folder and files.
You can also try to add an exception to your anti virus, they sometime see Japanese exe as virus even when legit game directly from the seller without crack or anything.

And last, the folder name have French "accent" (=>like the "é". Some language setting don't like that, try removing them too).
