Your system must be using japan time zone or you can use locale emulator.

One of the few game I can't start on locale emulator (windows 10) or by setting japan local region. If I knew that I would have stayed on Windows 7 where I had no problems.

Edit : ok it works, it was just the install.inf with the wrong directory for some reason...
