Edit 1: Um...I just use hex edit nekonin.exe value according to what albertwyy mention below, let me know if it working or not ^^

Edit 2: Due my mistake so previous Crack is not working, please re-download new one :)

Turns out the mechanism hasn't changed a bit from the last game of World Election, so here we go (idea from a user from another forum that provided the crack for that game):
0. Use a hex editor of your choice to open the game exe.
1. Search for the hex string 07 00 00 74 (~Offset 00067330). Change the 74 to EB
2. Search for the hex string 02 3B CB 75 59 (~Offset 00067490). Change the 75 59 to EB 53
3. Search for the hex string FE 18 0F 84 (~Offset 000674F0). Change the 84 to 83
4. Search for the hex string F6 01 00 00 0F 84 (~Offsets 00067510 to 00067520). Change the 84 to 83
5. Save and then run the game, enter anything you like as the serial to pass through (won't ask again after closing and reopening the game)
