that error looks like a very common directX installation problem, if you've reinstalled dx9, it's supposed to fix itself

I can only provide what I think can probably be the cause, it's up to yourself to find the proper solution.

1. imcomplete installation of DX9 due whatever reason
possible solutions:
a) try and find another HG that comes with a stand alone DX9 package and install it
b) go this link and download the d3dx9_32.dll and place it in your windows\system32 folder

2. japanese language locale problem - if this happens to be the real cause, you will need to use the old unicode/applocal solution... I am running on japanese version win7x64 myself so I have no way of testing it out.

the game will crash at certain point into the game if you don't patch up the img file, but if you've already patched it up, then I have no idea what's wrong

but I think it's more on your system side's problem, like aged windows installation. better reinstall your windows or something like that
