Try to use windows compatibility mode such windows 7 or Oracle Virtualbox install Windows XP or 7.
Check the Anti virus are blocking the game,If it do unblock exe. on the game.I guess only OS another in japanese word i can't read.

I did try run window 7 no luck,i have no anti virus.everytime I run the game it say os resources error occurred

You need full Japanese Windows Edition. And then your timezone must be GMT +9 Tokyo

If you want to install Windows Japanese edition on surface 3 pro.You can but you get these of 2 tools.
1.Windows 8.1 media creator Link:http://windows.microsoft.com/en-us/windows-8/create-reset-refresh-media
You can select Language by select japan and your edition.Wait for finish download (Depend on internet time)
2.Rufus Link:https://rufus.akeo.ie/
Get iso image that you download and select to make UEFI boot install on USB.
3.Use Buttom for go to UEFI BIOS in this tablet select boot to USB.

The last on I guess because I don't have Surface 3 and don't have try it before.Don't forget backup before install new Windows.
