What is the reason that I can not open this website? Or put another way, why not outside of Japan? Why only in Japan? (I may be wrong) in Europe can not be opened.

I was looking for the reason why with 403-er (I know the meaning ...) is recorded, but not found. Why make a website, if only Japanese can Push Open it? What is this advertising?

Once you start the program, click this

button and click on the window of your browser, click the "Connect" button at the bottom, click on the arrow on the right side of the "New Identity" button and then select Japan as your country.
