Fixed Avatar Issues and Smilies?!

Ok, to fix your avatar just go to settings and upload it again. I'm looking that the smilies issue right now.

150x250 for staff
200x200 for members.

As for the smilies problem, all the packages that were uploaded are missing and I don't have them. I have to wait for Iggy to upload them.

For the smilies maybe, since perhaps they didn't get backed up into the DB and went poof once you wiped out the dir.
For the avas, no idea why the settings got messed up. Last time I touched admincp before the incident happened was before I got around to vBSEO.

And ok, maybe just my connection that caused it to be so -_-

Maybe it is a member restriction but,

if possible, can we please increase the max kb size of the avatar? 64 kb makes the images really low quality :L

Increased to 150KB. However, as of now, we still don't have user rank tiers yet - we should define them and their different privileges.
