1. Is bumping thread allowed only in first 48 hours or can I bump after 48 hours (I'm talking about threads that hasn't been bumped even once) ?
Regular users and uploader can bump their thread once with in 48h. With links (mirror links) provided in the bump message. First post also can be edited with mirror links but only in the 15 minutes time line aka - You cannon edite first post add mirrorr links and then bump it on the next day.
2. Concerning 2nd tier uploader class, will user be notified about moving from 1st(entry) to 2nd tier ?
2nd uploader class - is where you are now, your posts doesen't go through mod check. Demerith in the 3rd tier, this user passes mod check what being done when any of staff members have time to do so.
In case if your status will be changed, you will receive notification.
3. Can I post my website link in signature using a banner ?
Yes you can, but, there is few rules.
-Site shouldn't include any AV materials.
-Site shouldn't include redirecting links on the AV sharing blog.
-Signature can include small banner based on site rules about banner.
