SUMMARY

Hatate Sota is a high school boy, who has an ability to visualize "flags" for future events such as "death flag," "friendship flag," and "romance flag." Corocoro, do you know why HS is the only one to release ongoing episodes in 1080p? Is the image quality better the other groups 720p?

Because CrunchyRoll and FUNimation stream in 1080p. Fansub groups typically reencode CrunchyRoll 1080p or 1080i TS to reduce file size. 1080p releases from fansub groups for airing series are rare since the quality of broadcasts is usually not sufficient for them.

But, when saying "usually not sufficient for them", do you mean that HS is such a case and their quality is inferior, or that their releases are special because they retain good quality in 1080p?

No, not all groups do. But listing which do for what series and whether they take the subs or the video or both would take too long. Same for copy/pasting the information from my notes since I'd have to clean it up first.
Groups don't consider the quality to be good enough, which has something to do with encoding, (especially detail retention and banding). That is a subjective judgement done by them. Reencodes from CrunchyRoll 1080p WEBRips will naturally look worse than the original video, but are of higher quality. Remember, video quality is determined by visual quality in relation to filesize.
And fansub encodes will almost always look better than FUNimation WEBRips. Hulu screws up the video (color balance, etc.) a lot.
