You have to apply to be an uploader~ You go find the uploader thing and submit a form then it goes through whatever process and you get to be an uploader~ You fulfill the basic requirements already i think~
Are there any rules to uploading? o -o I have some Touhou music that I want to upload, but I'm afraid that if I do upload, I would get banned because I didn't follow the rules or something.
