Since I had troubles with this game, just a note for anyone else that runs into the same thing...

Installing:

The game doesn't need installing, just copy the files under SetUpData\GameData to the location you want.

Running:

Unfortunately, the game appears to have a complicated region check that LocaleEmulator didn't bypass. I found a supposed crack somewhere for this, but it only caused the game to crash instead.

The fix is to download SigIusExtract ( https://github.com/xmoeproject/SiglusExtract ) and use it's patch generating feature. Note, Windows Defender quarantined the generated file so I had to go back and whitelist it (false positive presumably, cracks do things that look like viruses). With that I was able to run the game fine using LocaleEmulator.
