not "you" think, antivirus of your thinks it's a virus. since they all react on cracks like this.
explain what ? how software company paying anti-virus company to implement "protection" from "pirated" soft and forced program react on anything what didn't come from "teh trusted" resource ? :D it's pretty obvious.

yeah, most of antivirus react on any "crack" as threat. I don't remember, but considering i'm one of uploaders and source where i get titles not open web or chinese site - it's pretty safe to dl w

As with other TinkleBell games, I got a Kaspersky warning on reg.exe (and excluded it)....but weird, the crack doesn't seem to work in Windows 8.1. Anyone else running into this?

I can't say exactly why, but i wanted to say that Win8 registry and other system functions are very different compared to Windows 7 and earlier(Vista, XP).
Mostly of this games and cracks are made originally to work on Win7 or earlier versions of MS-Windows. You could try to have a virtual machine(with software like Virtualbox[free], VMWare Player[free also]) software in order to virtualize a machine running with earlier Windows versions. Or, the other options you have is to install in another partittion or create a dual-boot computer(for example, have Win7 and 8 installed on the same computer and select which one to run) in case you don't want to use virtualization software.

Hope this helps a bit. Remember that this kind of games from earlier times are not designed by any means for Windows8 or newer versions of Windows, keep that in mind always. Most of the games had on the minimum requirements "Windows XP", and now there are new releases of older games that support Win7, and a fewer worked on Win8.

CONCLUSION: This games are NOT thought or made originally for/compatible with Windows 8 at all.

No, I appreciate the time you put into it--it makes perfect sense, what's surprising is that I have older TinkleBell games with the same reg.exe crack that do work in Windows 8, but these sort of things are a roll of the dice (as is always the case with cracks). It's unfortunate but not the end of the world, plenty of their other games seem to work fine in Windows 8.1 when cracked.
