I have tried many times to join sukebei.nyaa.se's IRC channel but I always fail. Does anyone know about this? or have any guide?

The first step is to test if your IRC Client is causing the problem, to test this, join that channel with a web-browser client: https://www.rizon.net/chat
If you aren't able to connect with your web-browser client, then the problem could be that your IP is banned or that your firewall is blocking the access to the IRC IP.
