Try reuploading the photo on another site (e.g. https://postimages.org) and share that link instead

Anyway, this game's from 1997
Are you trying to run it on Windows 10? If so try something older like Windows 95 or 98

In the future you should include more info when you have a problem
e.g. "Can't run this game, am using Japanese Windows 10"

As I have 0 interest in this game I'm not going to bother testing it myself

And tried compatibility mode. But it's still can't install
Do I have to install a virtual PC?

Yeah try a virtual machine

I've run into old games where the setup exe can be started on a newer system but the installation wouldn't complete properly (and other times the setup wouldn't start at all...or I could successfully install but not launch the game successfully)...these issues usually went away if I tried installing on an older operating system
