SUMMARY

Around 10 years after World War II, a group of delinquents are sent to the Shounan Special Reform School to learn how to cope with the atrocities and unfairness they encounter there. This aired on a HDTV channel, making it a downscale.
Not that it actually matters. The whole upscale discussion is just empty nonsense. Not only are there situations where upscales look significantly better than non-upscaled videos (especially well-done studio upscales), but also there is only one thing that really counts: quality. This release pretty much is the best one in that regard.
Not too mention the translation and editing are being lauded, even though I didn't check on that myself.

I'm confident about thy experiences. It's enough to make me convinced.

1080p raws by PPX (BIG 5) exist

Well it's a torrent actually, I'm not entirely sure what BIG5 means or PPX, and there is very limited info on this using Google. However my guess is it's some kind of upscale from DVD that was aired on HDTV somewhere. I found something similar for Allison and Lillia. It may also be RAWS from Bluray who the hell knows? But it's 1080p sooooooo worth trying to get

There hasn't been a BD release, so that's out.
However, HDTV stations usually air in 1080i. The "i" at the end meaning it's interleaved video (only half of the screen updates with each new frame). Since 1080i is decidedly lower quality than 1080p ("p" standing for progressive, where the whole screen gets updated with each new frame) groups usually scale HDTV rips down to 720p. Or even lower, to 576p or 480p, if the transport stream suffered from bitrate starvation (this is what they did here).
BIG5 is most likely the group who capped the stream and PPX is likely the station they got it from. I wouldn't hold my breath, though - especially since filesize is very low for an anime like this. A 1080p BD rip would probably have somewhere between around 1500MB and 2000MB per episode.

Yep. It would have been better to wait if you want to watch this great anime in true HD. Even FroZen's rip isn't good enough, I think. Let's wait for Blu-Ray comes out!

Given the age of the anime, it's unlikely to ever get blurays.
